With the arrival of Fortnite patch v29.30 and the start of Fortnite Festival Season 3, Billie Eilish replaced Lady Gaga as the new featured artist in the rhythm game mode developed by Harmonix.

Billie Eilish Fortnite Skin Release Date and Cost
The Billie Eilish skin in Fortnite is now available, at least one of them, as of April 23.
Just like previous Festival stars, Billie will have two skins, with one available right away.
Billie Eilish Item Shop Skin
Epic Games has confirmed Billie Eilish will get an exclusive skin for the Item Shop. Unlike previous Fortnite Festival seasons, where both the Festival pass and Item Shop outfits were available simultaneously, the Billie skin is not yet available to purchase.
The reason for the delay will be to make the skin coincide with the release of her new album, Hit Me Hard and Soft, on May 14. On top of the skin, more Jam Tracks taken from the album will be added to Fortnite Festival.
Billie Eilish Fortnite Festival Skin
The second skin is tied to the Fortnite Festival Season 3 pass. The Festival Pass costs 1,800 V-Bucks but will automatically unlock the Green Roots Billie skin.
The pass offers Jam Tracks, instruments, and emotes, but completing it will also reward players with a music-reactive Ultraviolet style for the Green Roots Billie skin.
Now, if you don't want to play Fortnite Festival to get this version of Billie Eilish, don't worry, as Epic Games has confirmed that these skins are likely to show in the Item Shop at a later date. However, the Ultraviolet style is exclusive to the Festival pass and won't be available once it ends on June 13.
