Blizzard has today added a new item to the Shadowlands which can be used as catchup for Conduits, allowing the collection of all conduits for a class up to the item level of 200.
This item can be purchased by any character who has reached 80 renown and can send it to any character on the same battle.net account, which can be used straight away on fresh level 60 alts.
The Incense of Infinity can be purchased from Au'dara, an NPC who can be found next to the flight master on the second level of Oribos for 500 gold.
While 200 item level is not a very high item level compared to the maximum 252 in patch 9.1, it is still a step up for new and returning characters, with the possibility of it increasing again once Eternity's End comes out sometime in the new year.

200 item level is less than heroic Castle Nathria which was 213, the first raid in the Shadowlands, which people asking for it to be increased to match this or even 226, especially come patch 9.2.
The larger issue is still upgrading the conduits that matter to each spec after using this item, with the Korthia and Torghast upgrades only increasing item levels one rank at a time instead of the max for each item.
Still, this is an improvement and next players are asking for an easier way to obtain old content Legendaries that does involve waiting hours to find a group running the content, or gambling covenant resources in hopes of rolling the right one.
There is unlikely to be a change until the new year, with the PTR set to not receive any new updates until 2022.
