Paper Mario: The Origami King throws puzzles at you throughout your adventure, even the most simple ones can cause problems.
When entering the Water Vellumental shrine, you'll need to find the Groovy Tile to allow the water to flow through it.

How To Get The Groovy Tile In Paper Mario: The Origami King
When you enter the Water Vellumental Shrine, you'll head left to a room that has a tile puzzle to solve. When completed, water will flow through the rest of the shrine.
Unfortunately, one of the tiles is missing. In the top left of the room, on the west wall, a crack is visible where a Sidestepper disappears into.
Walk up to the wall and hit it with the hammer - this will open up a passageway.
Inside the wall are a series of cracks that Sidesteppers are moving in and out from.
All of the red ones move rather slowly and are pretty easy to get rid of. However, there's one blue Sidestepper that moves very fast and holds the Groovy Tile you need.
It only comes out when you reach either end of the room, meaning it's impossible to catch.
Head to the very end of the room, where you can see a floating box above you. Hit the wall with the hammer and a POW box will lower itself.
When the blue Sidestepper exists, hit the POW box to tip it upside down and battle it. Once you win the battle, you'll get the tile.
Once you've got it, head back to the tile table and add it in, move the tiles to allow the water flow to go from the top pipe to the bottom.
