How to recruit Ryuji and Haru in Persona 5 Tactica
To recruit these two characters, you will need to clear Mission 11 of the game, which is in the quest line of ‘Go over the Operation’. This mission requires you to clear the stage within eight rounds without losing any of your characters.
First things first, you can make things easier for yourself by focusing on the antagonist Marie’s flag. Ryuji and Haru are Marie’s puppets, and they will try to attack you. As Phantom Thieves, they are extremely powerful and can one-shot your heroes.
You need to aim for Marie’s flag in order to rescue them from her mind control. There will be plenty of distractions though, so you will need to carefully navigate through them along with avoiding getting hit by the Phantom Thieves.
As this is a turn-based battle, you will be able to take your time and find out which moves will be more valuable for you. You have only eight moves to finish the fight, so make the most of them!
The musketeer minions are smaller units that will attack you, but you can use the explosive barrels in the arena to take them down. For effective crowd control, use these barrels and receive a One More boost, where your characters will have increased movement range.
You should try to trigger the Triple-Threat to increase your damage. By getting three One More boosts, you can expand the area of these Triple-Threats and take down those units easily.
There are platforms in the area which you should use to your advantage. When you’re low on health for your characters, get on top of these platforms to save them from getting knocked out. Losing a character will cost you a 3-star rating, so be careful when taking too much damage.
Once you have cleared all conditions for the mission, you'll be shown a cutscene where Erina plants the flag and Ryuji and Haru finally come to their senses. They'll be added to your team once they're free of Marie's mind control.
