Munna and Mushrana can generally be found within the wild of Pokemon GO.

Therefore, it appears players will be able to find Shiny Munna and Mushrana in the wild or during specific raids.

However, these Pokemon are currently not obtainable within the game but will be very soon.

This was announced in a new leak regarding the Valentine's Celebration event coming soon!

Typically, Munna will evolve into Mushrana when a Moon Stone is used on one.

So, we can assume this will be the method when these Pokemon are added into the game in just a few days!
