For those catching 'em all and filling out their Pokédex, certain moves will be better than others for various Pokémon. For those opponents that tend to flee and are tricky to catch, having a Pokémon who knows Mean Look is vital.

What Is Mean Look
Mean Look is a normal-type move in Pokémon Brilliant Diamond and Shining Pearl with the following effect: 'The user pins the target with a dark, arresting look. The target becomes unable to flee.'
After using Mean Look on an opposing Pokémon, they are unable to flee the battle. This is particularly useful for catching illusive wild Pokémon, for example, when venturing in the Safari Zone or when trying to catch legendary Pokémon, Mesprit.
Where To Get Mean Look
Unfortunately, there is no TM for Mean Look in Pokémon Brilliant Diamond and Shining Pearl, nor can the move be taught by a Move Tutor. If you're looking to use Mean Look for a particularly tricky opponent, such as Mesprit, you will need to get your hands on and level up a Pokémon that can learn the move.

Additionally, if your Pokémon has already levelled past the point in which they were supposed to learn Mean Look, you can take them to the Move Relearner of Pastoria City to learn it. This will be in exchange for a Heart Scale, which can be found in the Grand Underground.
