  • To unlock Thyphlo Ruins Skyview Tower, you first need to find it. Its coordinates are 0344, 3132, 0180.
  • Once you have arrived at the location, look for Billison and talk to him.
  • After that, climb the tower to find the flying platform near the tower, and lower it down using the Ultrahand skill.
  • Next, attach two rockets to the platform to make it fly up.
  • When you are higher than the tower, jump off the platform and use the paraglider to reach the platform on top of the tower.
  • Stand underneath the platform and move it a little.
  • After a short cutscene starts, go back to the tower and talk to Billison again.

After following these steps, you will unlock the Thyphlo Ruins Skyview Tower. This will update the map and create a teleportation point, making it easier for you to explore the game's open world.
