Rosaria is a decent sub DPS with good damage output and great mobility in combat, but if you want to use her in a team with no other Cryo units, you'll need to buff her Energy Recharge stats.

Cryo Sub DPS
Dragonspine Spear is the best option in this build since the 200% Attack damage bonus against enemies affected by Cryo is just ridiculous.
There's no better option than this one, so it’s really recommended that you do the unlocking quest as soon as possible whenever it's available. However, the Deathmatch is suggested as a decent alternative in case you didn’t get the former yet.
Both the two-piece bonuses of the Noblesse Oblige and Blizzard Strayer sets will help a lot in the context of this setup, but if you feel inclined to use a complete set of one, the four-piece skills are equally useful.
Physical DPS
Both the Primordial Jade Winged-Spear and the Staff of Homa bring boosts on Attack that are really useful, and the Prototype Starglitter is just a good alternative in case you didn’t get any of the other two yet.
With great bonuses to Physical damage, the 2-2 setup of the Pale Flame and Bloodstained Chivalry sets will help a lot in the context of this setup, but the four-piece skills are equally useful if you want to try the complete sets.
