As of Sea of Thieves Season 11, you can get the Chest of Fortune by sinking the Skeleton Fleet. You can find the Skeleton Fleet by looking for the cloud in the sky that’s shaped like a ship.
After locating the fleet and taking it out, you will find the Chest of Fortune among other bounties floating in the water. Choose to jump in and grab them before they sink or harpoon them from the safety of your ship to secure the loot without getting your feet wet.
