Along with Serpentshrine Cavern and Tempest Keep being reverted to post-nerf values to help more guilds clear tier 5 in the Burning Crusade Classic next week, Blizzard also confirmed today that the attunement for both raids is also being removed.
In a reminder on the forums that the nerfs are coming next week Community Manager Kaivax said "Please be reminded that all bosses in Serpentshrine Cavern and The Eye will be adjusted to their final “nerfed” state with the weekly reset in each region next week. Additionally, the requirement for attunements for those raids will be lifted at that time."
This is somewhat different from how attunements were handled in the original Burning Crusade, with attunements being removed with the Sunwell patch in 2.4, which was the final patch of the Expansion.
The same thing happened during the release of phase 2, as Karazhan had its attunement removed, so it seems Blizzard wishes to remove these requirements to help out players returning to the game.

Serpentshrine Cavern And Tempest Keep Attunements Removed Alongside Nerfs Next Week
The Burning Crusade Classic PTR went live today, and players found that the way open to Lady Vashj in Serpentshrine Cavern was no longer blocked and restricted by needing to clear the previous bosses, but there has been no official word from Blizzard if this is an intended change or an oversight in the new patch.
