Cyberpunk 2077 Won't Be Coming To Xbox Game Pass
Despite a recent VentureBeat article positing that Microsoft could steal a march on Sony by locking a third-party title into its monthly subscription service, CD Projekt Red's lead PR manager, Radek Grabowski, explained it's simply not on the cards.

While it's almost certainly too good to be true (and would almost certainly see CD Projekt Red lose out on a hefty chunk of change, even with Microsoft's incentives), the game's advertising has undoubtedly been Microsoft-focused.
With The Witcher 3: Wild Hunt eventually moving to Game Pass, there's nothing to say Cyberpunk 2077 wouldn't do the same in the future.
