Who is Neuvillette?
Neuvillette is the Chief of Justice in Fontaine. Fontaine is a nation known for its laws and justice system, and Neuvillete oversees all these proceedings. Safe to say, this makes him the most influential figure in Fontaine next to the Hydro Archon herself. Speaking of whom, the Hydro Archon is regularly present in the proceedings of the court, and we can assume they are in regular contact due to this.
Neuvillete is a serious, authoritative figure with a very dignified demeanour and even instructs the Hydro Archon to maintain decorum in the court. We’ve heard him compliment Dendro Archon Nahida on her responsible and calm nature. Safe to say, this means he might have some disagreements with Furina, but he upholds his role as the judge and follows the laws regardless. He is supported in these endeavours by the Duelist Champion of Fontaine, Clorinde.
We've seen him struggling to express emotions and empathize with the people around him, such as in the case of the tragedy of Navia's father. He is also one of the few characters who doesn't own a vision yet has access to special magic. This might suggest that he is no ordinary human and could be the Hydro Dragon reincarnated or one of the descenders.

The best artifacts for Neuvillette are the Heart of Depth set. This set increases his Hydro damage and Normal Attack damage. He can also use the Noblesse Oblige set, which increases his Elemental Burst damage.
