High-Quality Pal Oil is only available as loot from high-level Pals, but if you know where to look then it can be relatively easy to find. Here are some of the more common methods.
Farm Digtoise
The easiest method to farm High-Quality Pal Oil is by fighting the Digtoise Pal located in the Twighlight Desert region of Palworld. You can see the location of the Twighlight Desert on the map below marked with the pickaxe symbols.
Digtoise will be around level 22 and can pack quite a punch if you're careless. It has a powerful spinning attack and a strong rock-throwing attack as well.
The best part of this method is that all Digtoises guarantee a drop of High-Quality Pal Oil, and you will find plenty of them roaming this desert area. Just be sure to bring your heat and cold-resistant gear as the desert burns during the day and freezes over during the night.
Fight Level 20+ Bosses and Pals
You can also get High-Quality Pal Oil by defeating other Pals that are above level 20, and bosses, in particular, will almost always drop the material. The Digtoise method is recommended as it's easier to pull off. However, as you gain levels this resource will become easier to collect as you can defeat level 20+ Pals more frequently.

As we mentioned earlier, High-Quality Pal Oil is used to craft guns and high-level gear. For example, Mossanda's Pal gear uses High-Quality Pal Oil as it uses a grenade launcher. Your first gun, the Musket, will also use High-Quality Pal Oil, and the same goes for all subsequent guns that you will craft.
