This was never officially confirmed by Bethesda, but it exactly mimics the controls for Bethesda's most recent first-party RPG, Fallout 4. That said, it would've been a shock for these well-trodden controls to change, so it's no surprise that this is exactly how to aim down sights.
Doing so will pull your weapon closer to your face, giving you the chance to aim with much more precision. If you're in third-person mode, it'll focus the gun so the reticle is smaller and you have a neater berth to aim.
