Cyberpunk 2077 celebrated its first anniversary earlier this month, and while it didn't bring news of next-gen upgrades or what the heck happened to Cyberpunk 1.4, it did shed some light on one thing: Night City's complete lack of police chases.
Cyberpunk director Pawel Saskowas was asked in a recent live stream why the police chase feature is not available in Cyberpunk 2077. He first answered by citing some games that do not have the feature at all. “I don’t think that the Sonic or the Elden Ring open-world game will have it," he said, though this answer was not received well by most of the viewers.

Cyberpunk 2077 Director Addresses Why The Game Does Not Have Police Chases
As for his real answer, the director just mentioned that it was the lack of time. There just wasn't enough time to implement the feature, so CD Projekt Red gave up on them. Other, more pressing issues were prioritized first and consumed much more time than expected.
As for the current state of Cyberpunk 2077 and CD Projekt Red, the developer has agreed to the settlement terms worth $1.85 million following the lawsuit filed by a group of investors that was caused by the game's botched launch last year.
