Genshin Impact has expanded a lot both in terms of its world and characters. After the release of Chiori, we will have roughly 80 playable characters in Genshin Impact. That makes it really difficult to consistently rerun old characters with the current two banner system. That's why Hoyoverse has introduced the new wishing system Chronicled Banners.
Chronicled Banners will release in Genshin Impact Version 4.5 and were confirmed during the recent livestream. They'll become a permanent addition to Genshin Impact and allow you to access even more characters than before every patch. Learn everything about Chronicled Banners in Genshin Impact.

What is Chronicled Banner
Chronicled Wish Banners will be introduced in Genshin Impact Version 4.5 alongside the two limited banners and the regular standard banner. Unlike the others, Chronicled Banners will have a large pool of characters and weapons. Rarities will range from 3-star, 4-star, and even 5-star items.
The characters and weapons available can be both standard and limited. For example, in the preview for the first Chronicled Banner, they showed Diluc and Jean, who are standard characters, but Albedo who is a limited-character will also be available. Furthermore, Dehya and Tighnari's limited-time weapons are also available.
For the specifics, a character is likely to appear on the Chronicled Banners if they haven't recently been featured in a banner and if they if they have appeared at least 3 times in the limited banner. This will allow Hoyoverse to reliably rerun neglected characters and avoid another Eula situation.
Chronicled Banner currency
Chronicled Banners will use Intertwined Fates as its primary currency, which is the same currency as the limited banners.

It's possible that Chronicled Banner pools will stay in rotation for the whole patch or it's also possible that they will change during phase 2 of every Version. We'll find out once Version 4.5 hits the servers and we get to see the concrete end date for the first Chronicled Banner.
Chronicled Banners pity explained
The Chronicled Banners will also make use of the same mechanic as the Limited Weapon banners. However, instead of saving up two Fate points, you will only need one. This means that you can pick a character or weapon that you're pulling for and if you don't get it on your next 5-star wish, you'll get a Fate point. Having a Fate point guarantees that you'll get that character or weapon in the next successful pull.
Other than that, there will be a guaranteed 4-star weapon or character for every 10 pulls. You're guaranteed a 5-star for every 90 pulls. As such, if you path towards a specific character it will not take you more than 180 wishes.Note that if you pick a character as your featured item, you won't be able to get 5-star weapons and vice versa.
Lastly, you should note that your pity will carry over to the next Chronicled Banner, but your Fate point will not. Furthermore, it won't be shared with the other limited-time banners. So it's better to save up a whole 180 wishes if you want to guarantee the item you want.
